Rick Ouellette, president and CEO of Management Decision Systems Inc., has had extensive experience in the management and operations of both hospital and independent laboratories. Management Decision Systems Inc. is a New England laboratory consulting company incorporated in 1992 that focuses on:
- System integration and consolidation
- Operations improvement
- Decision support system development
- CMS laboratory sanction response management
Ouellette also serves as chief technical officer for business intelligence and decision support systems for Lazarus Development, a division of Management Decision Systems. He is the principle engineer and developer of the MAST decision support system, an LIS independent information software application that provides customized management reporting for daily operations improvement, service metric monitoring, utilization, outreach and support for lean/six sigma initiatives. He also developed the ORF Tracker, a laboratory risk management incident reporting system.
He previously served as vice president and chief operating officer of CliniTech Services Inc. from 1987 until 1992, a multihospital joint venture commercial laboratory that he was instrumental in starting. He has also held laboratory management positions at Dartmouth Hitchcock Medical Center, Health Alliance, and Southern Maine Medical Center.
Ouellette earned his masters degree in health care management from the University of Missouri Columbia in 1981 and his bachelors degree (cum laude) from the University of Maine in 1977. He is a fellow in the American College of Healthcare Executives, an adjunct professor for health care finance and information systems at Assumption College, Worcester, Mass., a certified medical technologist MT(ASCP)H (American Society of Clinical Pathologists), and is also a Certified Six Sigma Black Belt (CSSBB).
